In tribute I recall his time as Borough Secretary and Solicitor of Knowsley MBC from its creation in 1974 to 1982.
We were both part of a small group of officers and councillors who met Michael Heseltine on his inaugural visit to Liverpool as Minister for Merseyside in August 1981.
We were the only council at the time who would later engage with the Minister. Mr Heseltine was impressed enough to invite Mike to take up the post of CEO of the newly created Stockbridge Village Trust to carry out the remodelling of the former Council Farm Estate.
We were also colleagues on the former Knowsley Magistrates Bench.
I last met Mike in the last decade at the local plan enquiry at Huyton in his capacity as chair of the Rainhill Residents Association.
He was a man of great integrity and a consumate knowledge of Government and Public life.
